The Functional Specialist is accountable for gathering, understanding, executing and documenting business processes surrounding GIS and will use GIS tools. They will use their business relationships and GIS knowledge to drive the solution and organizational change. They will also document requirements and specifications needed to design, recommend, and implement solutions to improve those processes. They will develop solutions based on multiple technology platforms in the realm of GIS that will enable the organization to achieve its goals. They will also utilize industry best practices to ensure deployability, scalability and supportability of those solutions in a growing organization. They will also be responsible for the maintenance and support of existing solutions as well as newly delivered ones.



  • Work with CP Business partners coordinating the delivery of data and specific PTC / EIC tasks.(Positive Train Control / Employee in Charge)
  • Ensure all field-collected data is processed correctly, using the proper coordinate system and is free of data gaps.
  • Lead troubleshooting of incidents or defects that arise in supported applications and ensure a timely resolution. Ensure that all stakeholders are updated on progress as well.
  • Proactively participate in daily production checks and operations process required for ensuring any incidents are avoided or detected in time on supported applications.
  • Apply a variety of techniques to elicit and gather business and user requirements from stakeholders.
  • Perform data analysis to understand how data impacts solutions.
  • Perform analysis of existing solutions to understand how they function. Further using this analysis to resolve incidents and/or design improvements.
  • Develop diagrams and models (use case, activity diagram, business process models, etc.) and clearly document functional requirements and business rules to describe what the system, process, or product/service must do in order to fulfill the business and user requirements.
  • Design build and Deploy solutions, project deliverables, and enhancements.
  • Complete testing of existing and new solutions for projects, upgrades, incident fixes, and application service requests.



  • Graduate from Geographic Information Systems, Computer Science, Engineering, Geomatics or related discipline.
  • Knowledge of principles, concepts, practices, techniques and tools in the areas of GIS.  Using ESRI as core software.
  • Practical experience and knowledge of principles, concepts, practices, techniques and tools in the areas of GIS. Using ESRI as core software.
  • Excellent understanding of GIS Best practices.
  • Familiarity with the Application Project Development Lifecycle.
