This role is a key contributor on CP’s Regulatory Finance team, to ensure that it achieves its mandate of improving corporate earnings and reducing business risk through the following activities:

  • Optimize company results by assisting the business to apply an effective understanding of the regulations.
  • Build a strong Regulatory Economics function through leadership of talented individuals.
  • Create capacity and reduce risk in Regulatory functions through continuous process improvement.
  • Provide regulatory guidance to stakeholders, such as Legal, Marketing and Sales, and Executives.
  • Build a positive relationship with regulators by providing feedback and well developed positions regarding regulatory change.



  1. Drive value for the company through industry leading regulatory economic analysis.
    • Lead the team in developing models which analyze and forecast the impact of regulations on CP’s operations and results.
    • Provide valuable guidance to executives and the business regarding how regulatory developments will impact business decisions and results.


  1. Develop and defend CP’s positions with regard to regulatory consultations and emerging issues.
    • Build an understanding of the history of economic railway regulations in Canada and the United States.
    • Research recent developments in the regulatory economic environment.
    • Lead the team to assess the relevance to CP, and communicate effectively to internal stakeholders.
    • Assist in developing and writing logical explanations and arguments to advance CP’s position in consultation with regulators and other stakeholders.


  1. Assist the Legal department in supporting the company in regulatory proceedings by developing evidence and arguments.
    • Work with the Director and with Legal to understand the important issues in the case.
    • Lead the team to plan and prioritize the development of economic evidence to support the Company’s position.
    • Support the Director to develop economic arguments in support of the Company’s position.
    • Develop analysis and guidance on the impact of business decisions and regulatory change via the VRCPI.
    • Provide the annual calculations of commercial contract indices, and manage the third-party review process.


  1. Create capacity and reduce workload through continuous process improvement.
    • Implement your vision to improve recurring processes by streamlining, and implementing controls.
    • Lead team members to develop improved processes using improved data systems and software.
    • Reduce routine manual work wherever possible so that team members can focus on problem solving and creativity.


  1. Coordinate strategic projects to improve the team’s performance.
    • Lead the team to develop arguments and evidence to support CP’s position in response to changing regulatory policy or business conditions.
    • Coordinate projects involving development of new IT systems and reports as requirements evolve.
    • Coordinate cross-functional projects with other teams to address new business issues and improve the company’s performance under the regulatory environment.



  • University degree in Finance or Economics is preferred.
  • Exceptionally strong written and verbal communication skills.
  • An ability to explain complex matters in a simple manner.
  • You must demonstrate a strong capability for logical reasoning, combining numerical information with other information to arrive at a reasonable decision.
  • A demonstrated ability to implement business process improvements in a data intensive environment.
  • Demonstrated knowledge of accounting principles is desirable, although a formal designation is not required.
  • Experience leading individuals or small teams is desirable.
  • You are willing to engage in constructive conflict in an open and honest manner.
  • You are eager to expand the capabilities and scope of the team by investigating opportunities and developing tools.

Management Conductor Program:
