PURPOSE OF THE POSITION:
The Policy Analyst (Analyst Regulatory Economics) is responsible for contributing to the Regulatory Economics team’s goal of enhancing corporate earnings and mitigating business risks. Key responsibilities include optimizing company performance through understanding regulations, creating economic reports for regulatory agencies, calculating cost-of-service estimates using prescribed methodologies, and offering regulatory guidance to stakeholders like Legal, Marketing and Sales, and Executives.
POSITION ACCOUNTABILITIES:
- Drive value for the company by developing, maintaining and modeling within a first-in-class regulatory costing system to protect company earnings, predict outcomes and drive strategy
- Experience creating and managing large data models, with an emphasis on automating and streamlining for greater efficiency
- Develop and project manage regular submissions of costing data to regulatory agencies, as required under the regulations
- Develop and maintain forecasts of costs, regulatory price indices, and other regulatory economic indicators
- Analyze the company’s rates and services against the requirements of regulations in Canada, the United States and Mexico, and provide strategic guidance to the business to support commercial negotiations
- Assist the Legal department in defending the company in regulatory proceedings by developing evidence and arguments and work with Operations and Marketing to understand the traffic at issue
- Coordinate cross-functional projects with other teams to address new business issues and improve the company’s performance under the regulatory environment
POSITION REQUIREMENTS:
- A bachelor’s degree is required, with a strong preference for specialization in Business, Finance, or Economics
- Previous experience in roles involving Economics, Policy, Finance, or Regulatory Analysis is desirable. Exceptional candidates who are recent graduates may also be considered
- Proven ability to design, enhance, and optimize data-driven as well as economic or finance-based models, utilizing tools such as MS Excel, Power Pivot, Power BI, or equivalent software platforms

Management Conductor Program
Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
