To design and assist in the implementation of safety critical telecommunications and messaging systems used to facilitate the safe operation of trains. 


Orchestrate the end to end process of telecommunication and messaging designs starting from defining technical requirements, selecting of products, producing Bill Of Material (BOM) and engineering drawings, developing commissioning procedures to install telecommunications and messaging systems, assessing quality of vendor installed systems, and finally as-building engineering drawings and documentation.   


Collaborate with other teams on training, testing, troubleshooting, and rolling out robust and efficient messaging solutions that integrate well with our other systems.  This coordination takes place not just within the messaging team, but across organizational boundaries up to the ITC level.




  • Develops technical specifications for telecommunication and network messaging systems designed to be highly available, efficient, maintainable, and secure; 
  • Feeds back comments and concerns to the ITC committees (i.e. ITC Messaging, ITC Radio, ITC Federation, etc.) regarding interoperable design requirements, implementation feasibility, and issues discovered during the implementation and testing phases;
  • Develops telecommunications and messaging system engineering design drawings outlining BOM and equipment interconnection details.  Details that allow telecommunications system installation vendors or internal team members to construct systems that comply with the technical specifications;
  • Develops installation, test/commissioning and maintenance procedures for all systems;
  • Where appropriate, collaborates with other teams and other organizations on the testing, troubleshooting, and integration of messaging systems (i.e. with applications, transports, and with interoperable federation between companies.);
  • Assists Supply Services in the selection of telecommunications and messaging systems products and installation service providers that comply with technical specifications; 
  • Conducts testing of pilot telecommunication and messaging systems to validate system designs.  Where appropriate, feeds back issues uncovered to the vendors or the ITC, or develop workarounds when no vendor solution is forthcoming;
  • Assess the effectiveness of the solutions we deploy and maintain, and use these findings to create further improvements in the next iteration of the design;
  • Supports project manager in overseeing the construction of telecommunication and messaging systems;
  • Estimates project and ongoing operational costs, driven by the technical options selected;
  • Trains other members of the Messaging team, and facilitate knowledge transfer with other teams to broaden awareness of both issues and potential solutions;
  • Delegates implementation, testing, and troubleshooting tasks to other members of the messaging team, and provides feedback and support in a mentoring capacity;
  • Defines the support processes for the telecommunication and messaging systems;
  • Provide tier 3 troubleshooting support during the deployment of all telecommunications and messaging systems;
  • Produces as built engineering drawings once systems have been installed.




  • BSc in Electrical or Computer Engineering or Computer Science;
  • 5-10 years of experience with network engineering (routing protocols, OSI model, socket programming, administration and troubleshooting);
  • 5-10 years of experience with Linux server administration (Red Hat MRG, Apache qpid, system logging, clustering, BASH scripting, sysvinit services, grub pointers);
  • Familiarity with wireless radio concepts (TDMA vs FDMA, CSMA-CA, power lobes, SNR, ducting);
  • Comfortable writing code and conducting code reviews in multiple programming languages (Ruby, Python, Java) and scripting languages (BASH, Lua);
  • 3-5 years of experience with security concepts (x509 certificate generation and signing, key management) and implementations (openssl and SSCEP);
  • 3-5 years of experience with Meteorcomm ITCM system;
  • ITCR 220 MHz radio configuration and operation experience;
  • Knowledge of ITC Systems Management concepts (ISMP protocols, SMPK exchange, SMU commands);
  • Understanding of the ITC and AAR committee structures and responsibilities, key influencers, and organizational history is an asset;
  • Knowledge of Locomotive Management System (LMS) and Wayside Management System (WMS) hardware capabilities, connectivity, and commissioning process (over the air vs USB tools);
  • Understanding of PTC tools for simulation (BOS, TMC, and WIU simulators);
  • Problem solving / strong analytics;
  • Coordinating/influencing – facilitation skills at interpersonal and group levels; 
  • Engaged by the unknowns of implementing emergent technologies and industry standards;
  • Periodic requirement to work long hours in the field to commission installations;
  • Technical writing, presentation, and mentoring skills.
