PURPOSE OF THE POSITION:

The Specialist, Fleet Planning is responsible for managing CPKC’s core tariff rules and business standards to ensure new and existing business aligns with established tariff governance and supports the organization’s strategic and financial objectives. This role collaborates cross‑functionally to interpret tariff rules, support commercial decision‑making, resolve exceptions or disputes, and contribute to effective fleet management across the network.

 

POSITION ACCOUNTABILITIES:

  • Oversee the development, governance, and publication of CPKC’s core business tariff rules and standards, ensuring accuracy, completeness, and effectiveness
  • Lead periodic cross-functional reviews of tariff documents to ensure strategic alignment and competitiveness within the industry
  • Administer the online suite of core tariff rules and ensure proper implementation across relevant business units
  • Manage the preparation, negotiation, and renewal of Locomotive Usage Liability Agreements with Power-On Loaders and Commercial teams
  • Conduct detailed reviews of business exception requests in Salesforce to ensure feasibility and alignment with corporate targets
  • Review revenue exception disputes involving tariff rules and standards, collaborating with commercial and accessorial teams to research and resolve data discrepancies
  • Serve as the primary internal contact for commercial, product, and accessorial teams regarding tariff rules, contract terms, exception requests, and revenue disputes.
  • Provide informed guidance to internal stakeholders to support consistent and compliant application of tariff standards
  • Support the fleet planning team in managing lease contracts, purchase orders, invoicing, deprescription activities, and broader fleet planning initiatives
  • Lead the evaluation and analysis of alternative options for establishing new tariff charges, considering customer impacts, competitive dynamics, regulatory requirements, and broader organizational considerations
  • Apply strong analytical and problem-solving skills to ensure tariff structures support both operational feasibility and strategic goals

 

POSITION REQUIREMENTS:

  • Bachelor’s degree in Business, Logistics, Transportation, or related field
  • 3–5 years of experience in Transportation, Operations, Marketing, or Sales
  • Knowledge of railroad operations is considered an asset
  • Strong analytical and complex problem-solving capabilities
  • Ability to make sound decisions under pressure
  • Demonstrated ability to lead and influence cross-functional teams
  • High attention to detail
  • Proficiency with basic computing skills, including word processing, Excel, and product management tools
  • Skilled in influencing stakeholders and driving outcomes across diverse teams

Management Conductor Program

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
