PURPOSE OF THE POSITION:

As the Manager - Payroll Processing Operations, you will be responsible for leading the Payroll Processing team in the timely and accurate administration of the Canadian and US Payroll for Canadian Pacific (CP). You will work closely with the Manager - Employee Services and Manager - HRIS to ensure cohesiveness in all areas of the full-cycle payroll.

 

POSITION ACCOUNTABILITIES:

  • Act as the subject matter expert on all payroll issues, including but not limited to processes, tax filings, legislative changes, external regulatory bodies and special projects;  
  • The incumbent will also be responsible for managing and participating in all internal and external audits (i.e. CRA, Revenue Quebec, provincial governments, SOX and external/internal auditors, etc) and act as the primary relationship point of contact between Canadian Pacific and external government bodies;
  • The Year-End process is a key accountability of this position, including the reconciliation and production and filing of tax slips for all Canadian and US and retired employees, and all Board of Directors, including any specialized US and international tax slips for pensioners or expatriates.  Ensure any required tax slip amendments are processed and reconciled accurately;
  • Provide timely and accurate delivery to all employee, expat, pensioner and board of director Payroll queries and transactions and cases; 
  • Continuously review all departmental processes, procedures and controls to ensure that payroll operations are meeting business requirements (SLA, controls, audit, risk) and that it is functioning at a high level of efficiency and effectiveness;
  • Motivate, direct, train and develop staff to enable them to meet departmental objectives, resolve issues, meet challenges and achieve full potential.  Work partnership with other Payroll leaders, to ensure there is appropriate coverage and resources available to perform the required work within the entire Payroll team;  
  • Effectively partner with all internal stakeholders as required including but not limited to: HRIS, Information Systems, HR Business Partners, US and Canadian Benefits, Total Compensation, Accounting, Tax, Legal and Internal Audit, and Treasury; 
  • Act as the Payroll Lead and Subject Matter Expert on various Payroll related Projects for SAP.  

 

POSITION REQUIREMENTS:

  • University Business degree or technical diploma in related field (HR or Finance) or equivalent experience;
  • CPM designation (Canada) and/ or CPP designation (Certified Payroll Professional – US) is highly preferred;
  • Minimum of five years of leadership experience;
  • Minimum of five years of full cycle payroll processing;
  • Minimum of five years of Payroll Tax Filing experience;
  • Strong analytical, problem solving, and communication (oral and written) skills;
  • Strong knowledge and experience managing Board of Director, Expatriate and Shadow payrolls;
  • Understanding and experience in ensuring ongoing Payroll data integrity (SAP HCM) and bi-weekly/monthly government tax remittance balancing;
  • Ability and aptitude to ensure all Payroll year end data is processed and reconciled timely and accurately;
  • Strong people management experience through developing employees and creating an atmosphere of positive teamwork;
  • Strong knowledge of Canada Revenue Agency and Revenue Quebec and IRS rules and regulations related to Payroll;
  • Experience in a large multi-province/state, multi-union payroll environment, and solid understanding of Canadian and US Payroll;
  • Experience with Pension payrolls, Employee Stock Option, Stock Purchase and RRSP/Savings Plans;
  • Strong knowledge of MS Office (Work and Excel) a must;
  • A sound knowledge of SAP HCM is an asset;
  • Knowledge of Workday HR Payroll module would be an asset.

Management Conductor Program:
