PURPOSE OF THE POSITION:
Reporting to the Manager, Regulatory Affairs, the successful candidate will provide subject matter expertise and interpretation on US and Canadian safety and security regulatory requirements related to railway operations so that CPKC can meet regulatory compliance while mitigating impacts to Operations. This will include actively working with all internal departments, including operations managers and field personnel, as well as representing CPKC with various regulatory agencies in the US and Canada to respond to regulatory inquiries and oversight.
POSITION ACCOUNTABILITIES:
• Liaise between various CPKC internal departments and federal government/regulatory agencies in the US and Canada to respond to regulatory matters, including accident investigations and regulatory findings, such as violations, safety advisories, and letters of non-compliance within deadlines
• Work with internal departments to develop appropriate responses related to the safety and security of all Operations functions (Train Operations & Dispatching; Engineering; Mechanical), including obtaining relevant approvals and filing responses within required timelines to requests from government/regulatory agencies
• Manage assigned regulatory responses so that filing, deadlines, and retention requirements are met
• Provide regulatory support, subject expertise, and interpretations to internal stakeholders on existing safety and security regulations in the US and Canada including:
o US: 49 CFR Transportation (Sections 200-299 Federal Railroad Administration; 800-899 National Transportation Safety Board; 1500-1699 Transportation Security Administration); OSHA
o Canada: Regulations and rules under the Railway Safety Act, Transportation Safety Board Act and Part II of the Canada Labour Code
• Perform scheduled and adhoc reporting for CPKC internal stakeholders
• Assist in the improvement of internal regulatory affairs’ processes and documentation management to ensure efficiency and consistency
• Other duties as needed, including
o Prepare and coordinate formal applications with regulatory agencies for relief from regulatory requirements (e.g. waivers, exemptions, petitions) to overcome regulatory hurdles / barriers that impede operational efficiency
o Represent CPKC in various regulatory forums and industry committees in the US and Canada to understand and influence emerging regulatory requirements related to safety, security and operations
o Represent CPKC with federal regulatory agencies (e.g. DOT/FRA; OSHA; DHS/TSA; TC; ESDC; TSB) and industry associations/committees
POSITION REQUIREMENTS:
• Must possess a University degree
• Strong written and verbal communication skills
• Strong analytical, planning and process skills
• Proficient in MS Office Suite including Word, PowerPoint, Excel, Access
• Ability to influence without having positional authority
• Ability to deal with and resolve conflict appropriately
• Must be able to develop and maintain effective working relationships with internal and external parties
• Able to act strategically to balance big-picture concerns with day-to-day activities and stay informed about regulatory changes, industry practices and new developments relative to CPKC’s mission and strategies
• Able to build support by leveraging contacts, giving compelling reasons and responding effectively to the positions and reactions of others
• Adaptable and responds resourcefully to new demands and challenges
• Strong knowledge of US & Canadian safety, security and operating federal regulatory and reporting requirements
• Experience working with regulatory processes, operations and/or analysis
• Regulatory/Political process knowledge
• Railway operations knowledge
• Must be able to travel cross border

Management Conductor Program:
