Manager Testing & Commissioning- Engineering & Innovation

PURPOSE OF THE POSITION:

The Manager T&C is tasked with the overall responsibility of the Testing and Commissioning (T&C) USA team and to ensure any new or altered Signals & Communication (S&C) systems have been rigorously validated per CPKC standards and FRA regulations, and verification results are satisfactory before the S&C system is placed into service.

 

POSITION ACCOUNTABILITIES:

General:

  • Report to Assistant Chief Engineer / Director –T&C
  • Assume responsibilities of Asst. Chief Engineer / Director – T&C during absence or vacation.
  • Available 24/7 with night, weekend and on-call work.
  • Able to travel to Canada, Mexico or United States for S&C failures/anomalies.
  • Train, mentor and coach T&C Managers, T&C Supervisors, and non-T&C affiliated unionized employees;
  • Validate T&C Managers, T&C Supervisors, and S&C employees are following industry best practices and standards;
  • Ensure compliance with relevant Federal Railroad Administration (FRA) regulations.
  • Document, implement, monitor, and enforce T&C processes, CPKC Required Practices, Red Book requirements and FRA regulations.
  • Track new requirements/changes initiated by the project and/or Signal Design Office

 

Testing and Commissioning:

  • Track any projects under their purview from inception to completion and direct any T&C efforts required at any stage of projects. This includes:
    • Review and provide comments/recommendations to Signal Design Office for all the deliverables to the Construction team, including Red Book requirements, design and commissioning plans to ensure they are functional and workable
    • Define the cutover strategy and project phasing plans with S&C Design and S&C Construction
    • Coordinate project scope definition, project phasing plan, schedule, budget estimate with S&C Design
    • Ensure any changes on Design or Commissioning Plans are documented and approved, and the latest revision is being used
    • Coordinate verification and validation activities, including project phasing plan, schedule, resources and test team management, within S&C Construction, S&C Design, and S&C Project Controls
    • Coordinate with Special Control Zone (SCZ) Supervisors and/or Block Planners to arrange the field commissioning plan and cutover plan
    • Ensure the timely delivery of different milestones, including field inspection and verifications, cutover and commissioning validations
    • Review the inspection results and/or perform construction inspection to ensure the installations meet CPKC S&C standards
    • Review and approve verification results and commissioning plans
    • Ensure defects raised to S&C Design or S&C Construction team and track to resolution
    • Ensure final completed documentations, and as-installed plan markups are delivered to S&C Design, S&C Operations, and others as required
    • Authorize and approve placing S&C systems in service after test activities are complete and test results are satisfactory

Yards:

  • Manger T&C will be the primary contact for S&C Engineering decisions relating to switching yards for CPKC USA
    • Includes flat switching, and hump yards
    • Review and provide comments/recommendations to design contractors for all the deliverables to the Construction team, including Red book requirements, design and commissioning plans to ensure they are functional and workable
    • Coordinate with Contractors on project deliverables, including project scope definition, project phasing plan, schedule, budget estimate
    • Ensure any changes on Design or Commissioning Plans are captured and approved, and the latest revision is always used
    • Ensure designs from contactors meet requirements of S&C Operations
    • Ensure the timely delivery of different milestones, including field inspection and verifications, cutover and commissioning validations
    • Review the inspection results and/or perform construction inspection to ensure the Construction meets CPKC S&C standards

Innovation:

  • Review and provide recommendations for improvements for CPKC standards to ensure that best possible practices are in place
  • Review new technology, and process improvements that could be implemented to facilitate improvements to S&C
  • Create detailed reports, and analysis of technology under review, and make recommendations on implementation requirements

 

POSITION REQUIREMENTS:

  • Engineering degree or relevant experience
  • Minimum of 5 years of S&C Construction, Maintenance, or Design experience
  • Minimum of 3 years’ experience with Positive Train Control (PTC) system and in a test lead, employee in charge role
  • Understand S&C related FRA regulations and American Railway Engineering and Maintenance-of-Way Association (AREMA) Communications and Signaling recommended practices
  • Understanding of Transport Canada regulations an asset
  • Professional Engineer (PE) License an asset
  • Knowledge of design, construction, testing and commissioning for S&C systems
  • Excellent time management, task planning, prioritization skills and written and oral communication skills
  • Excellent ability to manage large group of individuals towards completing of complicated, multi-phase projects
  • Experience in a wide variety of testing efforts, techniques and tools
  • Proven ability to build strong relationships with other stakeholders and other coworkers

Management Conductor Program:

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
