Director International Border Operations

PURPOSE OF THE POSITION:

Oversees train operations and is responsible for the safe and efficient movement of all trains across the Mexico and US border. Ensures the safety of crews and meets operational and financial targets as outlined by the TSP (Transportation Service Plan) and associated KPI's (Key Performance Indicators).

 

POSITION ACCOUNTABILITIES:

  • Arrange for investigations of train delays, derailments, accidents, injuries and damage to company property or equipment and complete accountability reports
  • Perform frequent inspections of yards, equipment, property and facilities and take action to improve conditions
  • Ensure FRA (Federal Railroad Administration) drug testing requirements are met
  • Grow relationships, communicate regularly and is an effective partner with internal and external customers at the US and Mexico boarder
  • Plan and coordinate the safe and accurate cross-border interchange between 3 carriers
  • Build and update daily cross-border projection reports
  • Oversee assignment of resources and the management of assets and processes
  • Serve as a first responder to critical incidents when required
  • Accountable for execution of the service plan to include production, quality, cost containment and reassignment of resources as necessary to achieve maximum efficiency
  • Apply and enforce guidelines to ensure compliance and equitable application of policies, procedures, practices, programs, processes, and systems and suggest continued improvement or increased efficiencies
  • Ensure all direct and indirect customer solutions are handled at the Border
  • Act as the liaison between the company and Mexico workers, officials, Customers, and government agencies
  • Interact effectively and sensitively with governmental and regulatory bodies

 

POSITION REQUIREMENTS:

  • High School Diploma or GED required
  • Conductor/Engineer certified preferred
  • Valid driver's license required
  • Must be bilingual and communicate effectively, both orally and in writing in English & Spanish
  • 7 years of railway operations experience
  • 2 years’ previous supervisory experience in logistics or an operational environment is preferred
  • Previous experience with Mexico and US border work 
  • Must be able to work all types of shifts including nights, weekends, and holidays in all weather conditions

All new hires for a safety critical position will be required to complete a pre-employment medical that includes a physical, vision, hearing, alcohol, and drug audit assessment. Pre-employment qualification drug test(s) are also required. This includes candidates participating in the Trainee Program who will also be required to pass a drug test during the training process before receiving final qualification for the position.

Management Conductor Program:

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
