PURPOSE OF THE POSITION:
As the primary coordinator for third-party utility permits across our rail network, you will manage both the technical and administrative aspects of the permitting process. This position is responsible for ensuring complete adherence to all relevant federal regulations and standards, including those set by Transport Canada, the Canadian Standards Association (CSA), the American Railway Engineering and Maintenance-of-Way Association (AREMA), and CPKC’s own specifications.
POSITION ACCOUNTABILITIES:
- Review and approve utility crossings while administering permits and agreements
- Carry out site inspections to ensure installations meet regulatory compliance and safety standards
- Task a CPKC Engineering service provider to supervise geotechnical installations and collaborating on pre-construction planning
- Serve as primary contact for emergencies related to utility installation, property access, utility related incidents such as watermain breaks and gas leaks etc.
- Deliver rotating emergency on-call support to maintain uninterrupted operational coverage across network
- Manage right-of-entry permits and issue agreements for surveying, geotechnical investigations, and heavy equipment use within railway right-of-way
- Maintain customer accounts and billing data in SAP including updates and coding for invoicing
- Respond promptly to applicant inquiries and coordinate with Legal and Risk Management to ensure compliance with all insurance and permitting requirements
- Screen, manage, and prioritize third-party utility requests received through the Utilities_RequestsCanada@CPKCR.com portal
POSITION REQUIREMENTS:
- Degree in Engineering, Project Management, or Civil-Corridor/Right of Way disciplines, or equivalent relevant work experience in lieu of formal education or certifications
- Minimum of three (3) years’ experience in utilities management; preference given to candidates with background in gas, hydro, or telecommunications sectors
- Valid driver’s license required
- Valid passport and ability to travel between the U.S. and Canada
- Fluency in both English and French, with strong oral and written communication skills
- Proven planning, organizational, and negotiation abilities
- Self-motivated, adaptable, and capable of excelling in a fast-paced environment with effective multitasking skills
- Proficient in SAP, Excel, AutoCAD, and other relevant computer applications

Management Conductor Program
Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
