Director Signals and Communications Operations

The primary work location for this role can be based in the following locations: Shreveport, LA or Wylie, TX. 

 

Purpose of the position:

This job leads a staff of approximately 100 people who provide daily supervision of efficient repairs and maintenance resulting in safe movement of trains that are operational 24 hours a day and handles the budget and departmental operations to ensure projects are completed on target.

 

Position Accountabilities:

  • Leads all employees in the Signal department as it relates to safety and training to ensure work is performed in a safe manner and accidents are avoided
  • Ensures subordinate supervisors regularly conduct efficiency testing of staff
  • Manages logistics to ensure staff has appropriate labor and material to maintain the signal system daily
  • Coordinates day to day operations
  • Manages Signal Department Capital Budget and Overtime Budget
  • Manages Signal Test and Inspection compliance in accordance with RS&I/RP
  • Coordinates CTC Maintainer of TMDS Dispatch System
  • Coordinates timely signal system repairs, accident investigations, and legal collaboration in the Signal Department
  • Leads all aspects of Investigations and Discipline for all signal employees
  • Investigates reports of unsafe signal and crossing failures, activation failures, red signal violations, run thru switches etc. and provide necessary recorder logs, and records as needed
  • Manages S&C Department Truck Fleet for the South Region
  • Works closely with Labor Relations team to manage labor and union issues
  • Participates as authority in new IT databases that include signal department related information, and other IT activities
  • Responds to mainline derailments with signal damage
  • Works with Critical Information Desk (CID) to maintain service interruption compliance and procedures
  • Leads all aspects of signal capital and billable projects
  • Assists in estimating capital projects, material issues and suppliers, and the Engineering Project Management department with projects as needed
  • Is responsible for the development and implementation of emergency disaster recovery plan such as hurricanes, ice storms, etc.
  • Demonstrates operational excellence by knowing and applying the business requirements
  • Shows dedication to customers and planning for unexpected situations to meet collaborator expectations.
  • Understands the relevant business metrics and applies effective tactics to sustain a culture of operational effectiveness that produces teams of high performing, engaged and empowered operational leaders
  • Identifies when a rule/regulation/policy has been violated and has one-on-one accountability conversations with an individual who has not met expectations and applies balanced consequences

 

Position Requirements:

  • Bachelor's degree from an accredited university or college, preferably in Electrical Engineering
  • Minimum fifteen (15) years of meaningful professional experience, including leading and managing sophisticated projects or programs with outcome-focused deliverables, or equivalent combination of education and experience
  • Minimum five (5) years of managerial experience in Signal Operations
  • Proficiency in understanding the Code of Federal Regulations parts 234 and 236
  • Problem solving / strong analytics
  • Proven leadership and interpersonal skills will work closely with other Operating functions as well as Regulatory Agencies at all levels
  • Shift work is required with ability to support on-call operations (24x7 availability)
  • Ability to coordinate and influence at different levels of the organization
  • Dedicated to regulatory & standards compliance, and operations flexibility
  • Valid driver’s license required
  • Valid United States Passport allowing entry/re-entry to Canada and Mexico.

Medical Requirements:

Management Conductor Program:

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
