Specialist, Environmental Permitting

PURPOSE OF THE POSITION:
CPKC is seeking an early-to-mid career professional to join the Environmental Risk team. This individual will be based in St. Paul, MN and will be responsible for obtaining environmental approvals, communicating with project stakeholders and providing natural environment guidance to other CPKC departments. This individual will also lead technical environmental consultants retained to support CPKC projects and be responsible for the management of project budgets.

 

POSITION ACCOUNTABILITIES:

  • Conduct site visits and perform compliance inspections as required to support the business
  • Complete desktop environmental screenings on all proposed projects to determine environmental timing windows as well as the estimated time and cost required to obtain environmental permits and approvals. If required, arrange for a local consultant to visit site in a timely manner
  • Provide Best Management Practices and other environmental mitigation measures to be used on projects to reduce environmental impacts
  • Spend time travelling territory to share environmental knowledge with CPKC and Contractor forces and to share railway knowledge with environmental consultants
  • Prepare and submit environmental permit applications applications and documentation (as appropriate to the project) and engage local environmental regulators and Indigenous community representatives to advance CPKC projects in a timely manner
  • Lead the environmental technical consultants retained to complete technical environmental studies on behalf of CPKC
  • Undertake Indigenous community information sharing sessions and consultation for CPKC project development as required

 

POSITION REQUIREMENTS:

  • Post-Secondary education in biology, environmental science or a related technical discipline
  • Experience completing environmental assessments, regulatory reviews and applications as well as interacting with environmental regulators to advance projects through the permitting process
  • Knowledge of terrestrial and aquatic environmental attributes (including fisheries, wetlands, species at risk and migratory bird habitat)
  • Experience in the development of measures to protect the environment during construction activities as well as experience working with construction contractors to reduce impacts to the environment once construction has begun
  • Ability to work in a team environment with co-workers of varying backgrounds and education levels
  • Previous railway or linear corridor experience would be considered an asset

Management Conductor Program:
Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CP. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
