PURPOSE OF THE POSITION:
The Specialist, Talent Acquisition Programs & Governance plays a key role in building scalable, high-impact recruiting programs that strengthen talent pipelines and elevate hiring outcomes. This role focuses on designing and optimizing programs across key channels (early talent, diversity, military, and referrals), driving continuous improvement in recruiting processes, and embedding best practices through governance, validation, and training. The Specialist ensures consistency, quality, and a strong candidate experience by defining standards, measuring effectiveness, and enabling recruiters and leaders to execute with excellence.
POSITION ACCOUNTABILITIES:
- Design, implement, and continuously improve talent pipeline programs to increase candidate flow across critical channels (early talent, diversity, military, referrals)
- Establish and validate recruiting processes, ensuring alignment to best practices, compliance, and a consistent candidate experience
- Develop and deliver training, tools, and job aids to build recruiter capability and reinforce standardized processes
- Partner with HR and business leaders to identify pipeline needs and translate them into scalable programs and sourcing strategies
- Lead and optimize campus, career fair, and outreach strategies to strengthen employer brand and talent conversion
- Govern and enhance the employee referral program to drive quality hires
- Analyze recruitment workflows, metrics, and outcomes to identify gaps and implement data-driven improvements
- Define, maintain, and communicate TA standards, policies, and performance metrics to ensure accountability and transparency
POSITION REQUIREMENTS:
- Post-secondary education in a related field
- 5+ years of experience in talent acquisition, program design, or recruiting operations
- Experience in high-volume, union and non-union environments
- Strong program management and process improvement skills
- Ability to influence and partner with stakeholders across HR and business teams
- Advanced proficiency in MS Office (Excel) and ATS platforms (e.g., SuccessFactors)
- Strong communication and facilitation skills, with experience delivering training
- Ability to manage competing priorities in a fast-paced environment

Management Conductor Program
Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
